I downloaded EVGA Precision tool and I discovered that my idle GPU temp is around 63C at 40% fanspeed, in auto. Is this normal? When I run Crysis, it goes up to 83C, ~60%.

If it's factory overclocked, that may be somewhat normal depending on the clocks.
I would increase the fan speed as much as you can handle or else downclock it slightly.

Thats little high but i dont think its too high to be alarmed about just crank up the fan to %75 %80 see what happens gtx 260 should go about 70C under load

You can always set the fan speed to 100% in Precision, and see if that reduces your temps some. My GTX 280 gets to 70-71c in Crysis max settings. Idles at 40-44c depending on room temp.

I manually increased the fan speed @ 80% and now the idle temp is ~54C. What concerns me is if I have to always manually increase the fan speed to keep the temp low. Is there any reason that my GPU temp is so high while idle?

As far as why it's running warm, it could be a few things. The factory overclock, your case's air flow, your room's temperature, your cable management. Those are good starting points to track down heat issues.

Is your GTX260 55 nm version ? because the rad cools less than the rad of 65 nm version.

Seems a bit high. Mine idles 54C (open case @ 40%). When gaming @ 80% fan speed it goes around 62C. Strangely, when I put the side panel back on (fan @ 40%) the idle temps drops to 44C and loads 59C (@ 80%). From that, I would say check your case temp and airflow. That should help a bit. Maybe even replace the TIM with something such as OCZ or ICD7.
