Literally no difference between the two. Think about it this way. If you have ram that refreshes 800 times a second, with 4 latencies between operations versus RAM that refreshes 1066 times a second, but with 5 latencies between operations, which sounds better to you?
I'm serious, get DDR2 1066 @ CL5 or CL6 and you'll be fine. You can probably get most CL6s to be 5s if you wish hard enough.
