I would tend to think that it is the PSU that is holding you back. 350w isnt really enough for OC'ng especially with all the lights and other add ons. If you check the 12v rail and it is anything less then 25amps i would think that would be your problem. The last time I used a PSU that came with a case it fried within the first day.

Update

CPU cooler: Zalman CNPS7000. Kind of weak but still ok.
Vcore: 1.555
RAM: DDR400@1:1, 2-2-2-5-1T
Losser timings don't help, I tried it.
"Won't run Prime95 long enough." It gets errors.
CPU Load temp: 52ºC
AGP/PCI bus: Locked Good.
PSU: Brand "Turbolink" 420W that came with case.

I think we need to collect some more evidence before making a verdict. Such as:
Ambient Temp: 27C
Case Temp: 33C
CPU Idle Temp: 35C
Thin layer of thermal compund that came with my cooler.
Is the cpu cooler well seated? Yes.

What are your voltage readings? Most importantly the Vcore and 12V readings.
Vcore@1.555V, measured: 1.54
12V: 12.22
3.3V: 3.10
5V: 4.97

What are the specs on your PSU? Not sure.
3.3V @ ??? Amps
5V @ ??? Amps
12V @ ??? Amps <-- the important one

are you changing the fsb at all in the bios? you sound like you are only changing the vcore...take a picture of your advanced settings tab in your bios plz

can you take a picture of the amp ratings of the PSU with a digi cam/cam phone please?

As long as you get good air flow, that zalman cooler will work fine. I've got mine from 2.8 to 3.36 on the AlCu version of that cooler

maybe post a cpu-z screen shot?

I'm not a moron, I'm changing the fsb. It was at 133; now at 145.

just to clarify, I loosen my mem timings when attempting an OC. SO don't tell me to loosen them again. They're just tight right now because i'm not pushing my cpu.

Try useing a divider, you might have to losen it for a divider. If you can up the vcore, but don't go any higher 1.59max, kepp the temps below 55c.

If I use a divider, all it does is change my memory speed (which isn't the problem because I can always just loosen the timings). Anyways, I want to run my mem at 1:1 to keep it working most efficently.

Like I've said, I've already tried looser timings. And I always loosen my timings before attempting to go further, but right now I have them tightened up to 2-2-2-5-1T because I can't push my CPU any further.
I may get a 3.0E for christmas. Is that a good O/Cer?

um, the northy's can take upto 1.7v on the vcore, but with your temps, keep the vcore below 1.65v.

the 3.0E would probably get you to around 3.8+ depending on the stepping... I would look at a 3.4E, they are really good OCers..if you have decent cooling
