MSI Neo-v not booting

My friends msi neo-v is not booting up. The fans and such spins and lights are on then the board turns off. I need an answer as soon as i can.

Check the ram, reset the power plugs, reset the cmos.

THE WHOLE BOARD TURNS OFF? so the fans stop spinning or you don't get anything on the screen?

everything shuts off. I cant figure it out. i had him pull everything switch ram/vid cards and a ton of other things.

ok.... heres what i think... i either think the processor is overheating and auto-shuting off. OR the 12+ rail is being overloaded...

That happens on my Neo4-F if I set the chipset voltage too high. A CMOS reset should remedy it, though, if that's the issue.
