It will be in your BIOS.

The CPU's voltage is called the VCore and the RAM voltage is called the VDimm, your memory timing's will be under 'DRAM Settings' or something like that.

The best place to change settings is in the bios. you get there by shutting down and restarting. keep pressing the Delete key while restarting. (Its the Delete key on my computer Im not sure about Intel?

If this is your first time you need to read some guides first. Ill post you some. Hold on.

I have taken a 2.8c on a IS7-E to 3.4 stable on stock air so with decent cooling you could see 3.6-4.0 depending on temps and your type of memoryand a cooling upgrade.

27C? That's like 80 degrees! Invest in a box fan first.

Edit: Then again you are on the other side of the world. It's more like 27F here.

You should try to keep your load temp at or below 55°C. Idle temp itself doesn't mean all that much except a high idle temp gives you less room to heat up under load.
