On a PC you can change graphical options for games to get the best performance (they may not look as nice but can you really notice when you are blasting away at your opponent?). Finally their is OCing. Does your CPU need extra muscle? Just slap in some better cooling and overclock to your hearts desire. A PC can do anything a console can, you just need to know how to do it.
At the end of the day it comes down to preference. I prefer PCs because I can not only game on them, but thinker with the thing from time to time, and I prefer the games on the PC market. Consoles are great but not that good.
While your right about buildiing a decent gaming system. But im saying your not gonna out perform a 360 with that budget. 360 is the best gaming machine period! for the dollar.
