I am a sound card noob..

what is the difference between an expensive sound card and a cheap one??? I see 24 bux ones taht have every feature needed

Actually, there are a lot of differences. The 2 biggest are sound quality and also the ability to process some instructions itself, which frees your cpu by roughly 5%. Also, the newer sound cards can produce more sounds simultaneously,so gaming becomes a lot more real. A sound card without EAX 1.0 can't even decode any of these sounds to reproduce them. Every generation of EAX adds more and more sound effects and more powerful sound processing. The highest sold today is EAX 5.0 found in the X-Fi series.
