for your price range I would go w/ either a 3200 or 3500 venice core (the 3000, 3200 and 3500 will all oc to about the same frequency but the 3200 and 3500 have higher multipliers so they will clock higher w/ a lower htt)

or you can go w/ a 148 opteron. it is 2.2 so has the same multiplier as the 3500, it has double the cache and has a better core and steppings.

for the price you cannot get a better cpu on the market today. Intel dual cores may be a little faster for general computring/multitasking simply because of the dual core, but an AMD will simply pawn the intel in games and raw computing. they also overclock better and run cooler/consume less power.

if you are set on a dual core you can get the x2 3800 for not much more. if you are comparing single core cpus amds are faster than intels and if you are comparing dual core cpus amds are faster than intels. I know you were asking if an intel would work.. and the simple answer is yes. but why would you buy something that isn't near as good as what you could get? if you are spending the money for a new rig you might as well get the best you can afford so it will last longer. and simply an amd rig will be more powerful than an intel rig.
opterons dont have double the cache of a 3700+ san diego, both are 1mb. and the 3500+ venice is just a small amount cheaper than the san deigo or opterons.

I'm not 100% clear on this one myself, but it has something to do with amd having more clocks per cycle... so even though there are fewer cycles you can achieve more.

I think amd has 6 and intel has 4 so you can multiply amd's frequency by 1.5 and have a rough equivelant to an intel.

so a 3200+ is roughly equal to a 3.2 intel on clock speeds even though 2x1.5=3. but I think that equation will give you somewhere close to reality.

therefore, an amd operating at 3.0 would be roughly equavelant to an intel 4.5.

someone please tell me if I'm wrong on this!
