Let's start off with you posting what you have and from there we can help further ...

If the CPU is capable of running 3G it will do so with the Mem on a big divider... have you tried that.

Also what BIOS, etc... when does your new PSU arrive?

you tried increasing the timings of your ram, maybe the ram is keeping you back.... i have cheap Corsair Value Select memory, which i set to 166Mhz max clock in the genie bios setting, than i overclocked the FSB to 240Mhz with 11x multiplyer and got to 2.66Ghz with FSB multiplyer of 4x, try reducing your fsb multiplyer, from 201- 250 FSB use 4x multiplyer, from 251 - 333 use 3 x multiplyer and so on... try increasing the voltage of the cpu by 0.1V too as that will help in stability. I got mine to 2.75Ghz (i have a 3500+) but my memory started giving errors (BSOD)... yiffygriffy once told me that i can go up to 3Ghz if i have decent ram. so take your time in trying out, and keep your case open ready for clearing cmos and trying all overagain gl

well i am currently running @ 2.66Ghz overclock due to ram limitations.... still here are my settings

Max Memory clock : 166Mhz
Timings: all are left to default
HT multiplyer: 4x
FSB: 240Mhz
CPU multiplyer (Hammer): 11x
CPU voltage: 1.5V

using CPU-Z, with the above overclock, my ram got up to 190Mhz due to ratio with CPU FSB, but still, when i used NVIDIA monitor, i got the attached image.
