How high are the detail settings? its not just the res.
oh yeah close any unnecessary programs that are running before starting the game.

Lower all of the settings, if its still glitchy try updating your drivers for the video card. If that doesn't fix it then does it do it with anyother games?

Its spyware i tell ya, SpYwArE!! Im not kidding, even with old video card drivers and little things like that, it shouldnt be that bad.

It Doesn't matter what res or level of detail it is it glitches at exactly the same rate on everything i have played the TOCA Race Driver 3 demo and it worked fine on a high res with anti-alianising on etc

i have defragged, checked for errors and spyware downloaded the latest drivers for Graphics card and DirectX and it is still the same

I still think its a memory problem, check your background running programs.
