If you want to TEC, you'd need at least a 226W'er (and a seperate PSU) for the X2 3800+ and I doubt the BigWater would be able to remove the heat that the TEC and CPU produces.

No, the 80w pelt won't do any good. It'll probably in fact raise your temperatures. Like he said, you'll need at least a 226 W pelt and the bigger the better. Also, the BigWater won't be able to pull the heat away from the pelt to make it any kind of efficient. You need more like a '77 Bonneville heatercore, with at least 2 120mm fans with a high pressure pump (high head). Also, the waterblock itself won't be enough to pull the heat away from the pelt. You'd need something more along the lines of a Swiftech Apogee Extreme Performance block. By then, you'll have completely rebuilt your watercooling loop, and it'll be all custom.

At that, you could get the Swiftech Apogee for $50 --> http://www.frozencpu.com/ex-blc-244.html
A 437W Qmax pelt for $50 --> http://www.frozencpu.com/exp-04.html
At least a 62mm coldplate, probably more like 70mm --> Not sure where you could get one, haven't really looked...
A new pump, hose (1/2-inch ID tubing) and the heatercore. The price can add up pretty quickly.
