I am on the verge of installing Windows 7, and love my PhenomMsrTweaker on Vista 64, so I was researching and came across some info on the thread that the original author of the program started.
I don't know if you've already been following that thread anyway, but page 6 of the thread has some info about Windows 7, which sounds promising, but then at the bottom is a query just like yours. Maybe between the two of us we can figure out what's what. I actually run one of the modded versions so I have 3 P-States, instead of 2. But gosh, I hope there's a workaround or fix for it on Windows 7!

And... now having read that post on page 6, it looks like the version that I am using on Vista (with 3 power states, comes in both 32 & 64 bit flavors) does work on Win7. Download here
. Never mind that the site is in German -- the program must have MUI because the UI is in English for me. Let me know if you have any questions on that version... works great for me, and you can choose to use or not use the service component.
