is this a good quality PSU, and is it worth £40, or $65-$70, i'm going to be running a Leadteck 6600gt 128mb.

It will be quite a step up from the 200w listed in your specs.

It is a great quality PSU, look at my rig and this lil thing is powering all of it . ive never had a single problem with it, solid rails and everything, about a .5v fluctuation (not 5v) from 1.45 to about 1.5 then back, and thats not bad at all.

m/Kobra, that's very encouraging, seeing as i just bought one , a few minutes ago, cost me $75, so glad i have made a good choice.

how useful is the power panel?

I think you'll be very happy with it. Mine has worked like a champ for the last 7 months, and I've been folding on a 25% OC the whole time (not to mention gaming while folding in the background).
