Everything sounds ok with ur voltage and fan and yet its giving u that high temp. u have two options from how i see it take it back to the tech who assembled it and tell him ur computer keeps on crashing once it hits 60c or buy urself a new heatsink and install it urself. by the way once u return it back to the tech dont mention u tried overclocking it i'll assure that mentioning to a tech guy OVERCLOCKING they will find reasons or excuse in other words BS answers.

i really cant say that he must've forgotten to apply thermal paste cuz thermal paste it pressed inbetween the processor and heatsink inorder to tell if theres thermal paste u have to remove the heatsink, which in ur case i dont suggest removing it, since u dont know what u are doing.

yeah but has AMD infront of it .Well in other words he has to put Thermal Paste inorder to install it correct ?

Note : Whenever i play the cpu usage is 100% would this be the cause ?

I own almost the same system as you do... well to start with, corsair value select ram is crap and does not overclock at all... what you have to do is this.

1) set your MAX Memory clock to 166Mhz from the bios
2) set the HTT Multiplyer to 4x
3) set the CPU Hammer to 11x
4) set the FSB to 240Mhz
5) set the voltage of the CPU to 1.5V (for stability)

This way you'll easily get 2.66Ghz, which currently i am running, and due to the FSB/RAM ratio, the ram will overclock from 166 to 200 thus meaning no overclock at all.. run prime95 for stability.

Your temps are a bit high, are you running on stock cooler? be sure to have Cool 'n' Quite disabled from the bios. Try applying some good quality as5 such as Arctic Silver 5 and re-seating the fan correctly. My idle temps are 35*C and load at 44*C on 2.66Ghz, but i am using Thermaltake Big Typhoon.

Edit: Filling out your specs will help us help you better. Go to User CP and Edit System Specs from the Left Menu and fill out the info there.

Well, maybe you won't, but maybe you will, than again do you have good case air-flow in the case?

Try the settings i told you but instead of 240Mhz FSB, try 220Mhz and keep on increasing it slowly and watch out the temps.. of course run Prime95 after each overclock for stability, but leave it to stock CPU voltage and leave the case open in case you have to resit the bios in case of no booting...

Well you have a hell of a system put a bit of money aside and buy a good CPU cooler, best air-flow cooler to my idea is the Thermaltake Biy Typhoon or the XP-120 mounted with a fan.

Okay so i should do the following as u said above

1) set your MAX Memory clock to 166Mhz from the bios
2) set the HTT Multiplyer to 4x
3) set the CPU Hammer to 11x
4) set the FSB to 240Mhz ( but this time i should put it on 220 instead of 240 cz iam on stock fan ) c
5) set the voltage of the CPU to 1.5V (for stability) ( Edite this should be set at auto i guess correct ? )

Firstly.. 10kx for filling your specs... Now... Yes that would be right, try leaving the CPU voltage to 1.4V for now and see how that works (as putting it to 1.5V will result in more heat too)... if you want you can lower the CPU Hammer to 10x too... just remember how all this work

CPU Hammer x FSB clock = CPU Clockage
ex -> (11x) x 240 = 2.659Ghz

FSB clock x HTT multiplyer = HTT clock single way
ex -> 240 x (4x) = 960Mhz single way (just remember never skip 1080Mhz in single way HTT, reason is INSTABILITY)
