Before we start here are my specs.

Intel Core 2 Extreme 3.0 ghz
4gb ram
Asus P5N-E SLI
Nvidia Geforce GTX 260
Hitachi 500gb SATA HDD
Creative SB Audigy 2
Windows XP Pro 32bit

My Problem:
My CPU will max out and pretty much kills its performance. Trivial apps like IE explorer(firefox in my case), media player, etc. run as they should, but when anything that requires any sort or juice and power, my cpu will hit 100% usage and a very very noticeable performance drop will occur. On a side note, many of these apps that max out the cpu( WoW, CS, Crysis, Fallout 3 and the list goes on) are all apps that never brought it close to maxing out before. Also, my cpu doesn't like to hold time. I have not replaced the cmos battery, but it did the same thing on multiple mobos, so I sorta ruled out the cmos bat. being dead.

How I discovered it:
Everything ran fine in the beginning, but one day in the middle of a raid, something seemed to click. Not a real click, but more of a visual click, and then a very very noticeable fps drop went into place and never went away.

What I have done to try to remedy it:
I have done everything i can think of in my power. I swapped out mobos, ram, hdds. Stipped down the cpu to just the gpu and mobo(using the onboard mobo sound) Wiped and formatted so many times the little yellow bar is burning into my eyes. The last step was to rma the cpu(it posted 2-3 fps during the 3dmark testing) Well, today I received my new cpu, and well, I'm still sitting on the same problem.

Any feedback would be greatly appreciated. Maybe I'm missing something small, maybe something big. I've just run out of things to try and could use some enlightenment. Any replies are greatly appreciated and I appreciate your time.

PS- This pc hasn't been OC'ed or anything of the sort. I never got that far with it to start messing around with that sort of thing before it crapped out.(Built the pc about a year ago)

2-3 fps in the 3DMark06 CPU tests is not bad.

Your CPU never was the problem. Sounds like buggy drivers, or some sort of software error to me.

Thanks for the replies guys.
Well, I guess scratch the cpu test results(I just assumed that was low)
All drivers are up to date, and as I mentioned earlier, I've wiped and reformatted many of times, downgraded drivers to the last known working versions, but it never changed the outcome. I can go through and reinstall/update drivers again, but I can almost promise it that result will still be the same.

Video card junking out perhaps?

Another idea (random) try disabling C1E, speed stepping, etc. Maybe your motherboard is throttling down your CPU and its not jumping the multiplier back up? Don't think I've ever heard of that happening but its worth a shot *shrug*

like the post above said disable all energy saving options. Sometimes some power saving crap is on and it can be holding your multi back.

As for the time issue I don't know.

Although maybe your psu is failing

Sorry for the late post, had to put the pc back together.
I was able to disable C1e, but was not able to find any options for speed stepping. A roomate suggested I try a different hdd for an extended period of time, hinting that a simple swap and check wasn't significant. Anyways, I found an old ide hd and wiped/fomatted/updated windows/etc, I was able to get a sligh performance increase, but nothing to where it should be.

On the gpu note, the gtx260 was actauly bought to try to fix the problem orginally. I had a older nividia 9700 gt(i think, so exactly sure on the model number) and I kinda have the metaphor "any excuse to upgrade is a good one". Anyway, when that didn't fix the problem is when I started digging.

I have swapped out psus with other roomates comps and the problem wasn't fixed. Currently, its a 500w psu in the pc now.
(please excuse the typos or sounding short, but this pc has made me ready to pull my hair out, I've practicaly rebuilt it with no avail.But, please dont think your replies are unappreciated)

Which Core2 Extreme is it? the QX6850 or QX9650? Either way it should be overclocked to around 3.4-3.6 to help mitigate any CPU bottlenecks.

Also how are you temperatures looking under load (running Intel Burn Test)? If the CPU isn't being effectively cooled it could be throttling the performance to prevent it from burning out. The same applies to the GPU (running Furmark).

Tbh i don't see why those apps wouldn't max out the cpu or get close to it as long as you're playing on a large resoltion. My l4d hits 80% usage on core 1 and about 50 on 2-3 on 1920x1200 with all settings max
