Do better binned chips (the ones that achieve high clocks on air and water) also clock better at sub-zero? Or is it just the opposite?

It really depends on the generation. For Bloomfield, no. For SB you could usually determine max clocks on air. For ivy, lower volts at certain frequencies is generally better. For example, a chip that takes 1.30V for 5GHz will overclock much higher on LN2 than a chip that takes 1.50V (~6.6-6.8 vs ~6.1-6.3)

I had Deneb/Thuban in mind

Right now I've got a 960T that'll do 4.3GHz under water and a 1090T that will do 4.0GHz at the same volts (1.55)
