There are two ways. First is to go into the run menu and type "msconfig" and then go to selective start up and disable a particular task from running.
The second way is to press control -alt- delete and then find the task running and disable it there. Another method that is also used is to go to the run menu under the start bar and type "Services.msc". Go through the list of services and you can permanently disable them there. There are many unwanted services that people disable. For example, I disabe "DHCP client" , because I have a static IP address.
