I have a 2nd Fan running at 0 RPM, how do I make it go?

It bothers me, because my CPU's 50 Degrees C (which isn't cool enough) with a small load. And my 2nd fan doesn't run, I don't think it's broken, I just don't know how to make it go. The first ones at 4470 RPM.

speedfan, maby the BIOS. Im new at this stuff, but my friend told me somthing about making your fans work. You need a fan control.

well 4470 is close to what my CPU fan runs make sure that there is air holes in your computer dont make it a convection oven open your cases door

But the 2nd one doesnt go at all. 0 Rpm
