It's still probably slowing down but to a higher speed.
What I mean is the following:
Before I overclocked my cpu it was rated at 3000MHz (multiplier 15 x fsb 200). When idle (with Speedstep enabled) my multiplier would drop by one point so I would get 2800MHz (multiplier 14 x fsb 200).
After I overclocked to fsb 227 it was rated 3405MHz (multiplier 15 x fsb 227). When idle, however, it drops to 3178MHz (multiplier 14 x fsb 227).

It's all relative to the fsb. But it will still decrease that multiplier down to 14.

Sorry so late but i know exactly what the problem is with the 14x multiplier. It's in the bios. Disable the CPU unlock feature. By default it is enabled and if you bump the FSB to high it will drop the multiplier for you.
