Mainly because the price of DECENT SSDs now a days, it's still a premium compared to "fast" 7200 HDDs

If your brother is not gaming but wants lighting fast power so you get no slow down when changing from program to program.

I would say go with a Core i5 750
9800GT 512MB
and buy whatever you fancy for other parts

Here, let me explain somethings.
955 is much more efficient. more bang for buck than the 965. definitely enough for what you are doing and if you need to overclock, well you are in the most perfect place. especially with the CH3. you only hear good things about it. now i know it's overkill or yet unnecessary for what your brother is doing, but the memory controller is really good and it has a really good onboard RAID controller. that is where the RAM comes in, it has amazing timings with amazing speeds. plus it has one of the lowest voltages any DDR3 uses, which allows a really good space for OC.
The power supply is rated one of the best out there. reliable and very efficient. i have the 850 and it works perfectly.
i am not so sure about the video card but it is one of the best bang for buck video cards out there. i guess you could go with the 9800 but since you are not going with gaming. i don't think you need one. but since the CH3 doesn't have a onboard video card, you sort of need one.
the SSDs are there for RAID 0. If it was me and i love fast, i would use them for frequently used programs and OS. especially OS.
The caviar black 640GB is one of the fastest or the fastest HDDs out there. it should be put in RAID 0 or 5. i would put them in 5 for backup purposes. i have 3 750s on RAID 5. it's nice. those are for data storage. promise that you will feel the power with both the SSDs and HDDs.
to be honest i don't really know much about keyboards, mouse and sound cards. but i read reviews and sounds like all of those were both good and cost efficient. so i'm going to trust them.
the screen is really good. go 2 if you want. my friend has them and it's really really nice. looks like a LED TV. me gusta. i wish i had them.
i don't know if you wanted a case or not. mid tower or full. full is you want a clean looking computer with good air flow... nevermind you probably know enough. =)
