3 most probable causes would be 1)viruses 2)psu 3)overheating
Do a virus scan and check your temps. If both of those are fine, then you can start taking a serious look at your psu.

Probabally your CPU, it may be overheating. Is your HSF mounted correctly? What kind of thermal paste did you use? How much did you use?

If you format and it restarts still (cant be overheating cause it restarts right at the start) can it be viruses? It can't can it?

It most definitely can be overheating. A cpu or gpu can overheat in a few seconds if not properly cooled.

Actually I had random restarts on my Desktop and sometimes I would come back and my computer would be at the log in screen when I left it on and the screen saver was up, then one day it would go to the Windows loading screen and then restart, it happened like that for a good 4 times maybe more in a cycle, I would get the "Your Windows did not start properly" and then I had options on what to do and then do it again.

Then one time I chose to start it normally and it did it again, then upon the restart i got nothing but an error message tht some driver was missing to start Windows. Checked for viruses after the format and I had 88 file infected with that WORM that was going around 2 years ago, lost 20GB of info.

Virsus can make your comp restart on a whim

My adivce would be to start backing up any important info onto a CD or an external HDD and re-format your comp, load the newest virsus protection and scan, infected files linger on the system after a re-format (that's how I found the 88 files, they showed up afterthe re-format), delete the files or manually get them off if it wont delete and then re-format the HDD again, and you should be good to go.

You can do this or just wait until your HDD craps out on you, but at least back up your stuff

That may be my problem, but my mom hasn't gotten her laptop yet, so she likes to use this for work. So she gets extremely mad when I format. But way back in the day I had some nasty viruses, I don't think they ever fully went away, but nothing ever picks them up.

To check for viruses, trojans. worms. etc... in XP
Disable Auto Recovery.
Update all Antivirus softs and Ad-Aware (Personal ver. is free).
Reboot into Safe Mode.
Run Ad-Aware, remove threats
Run Anti-virus.
If you find either... delete all your recovery backups.
Rerun the 2 detectors again... all clear, reboot to windows and set a restore point.

You are probably looking at an PS issue here or both!

Well, I had a similar issue, exept much more often. About every 30 minutes when I was playing BF2 on my new computer. I found the problem to be my video card drivers. The video card drivers were out of date. So I registered my card and downloaded the most recent drivers and everything was fixed.

Give that a try and see if that works for you.
