Not enough voltage. UTT-BH5 needs at least 2.8 volts to run at 2-2-2-5 DDR400. Try 2.85 volts with those timings. If it runs stabily (which it most likely will, unless the RAM is not labeled properly), then you know for sure that there are Winbond UTT-BH5 chips and you can start overclocking. If it doesn't, 2.85 is harmless to the RAM.

I have honestly never seen UTT-BH5 (aka new BH-5) with 2-2-2-5 timings @ 2.6 volts, even at DDR400 (the chips in the link are old BH-5, which are not in production anymore and could do 2-2-2-5 @ 2.6 volts).

Try 2-2-2-5, and make sure that the RAM modules are in the two yellow slots. Also, make sure you're using BIOS version 623-2.

This is the BIOS version that you need. Also, put the RAM in the yellow slots on the motherboard. These slots handle higher voltage better than the orange slots, so UTT-BH5 will work better in the yellow slots than the orange slots.

Also, take a look here. The new refined 704-2 BIOS version is out (this is a refined version of the original 704-2 BIOS, as that was riddled with bugs). Might want to try it out if the 623-2 version is still giving you trouble. Don't worry, what you're going through here is standard for a DFI board . Very finicky piece of hardware, it is...

Oh, wow...I thought you had the DFI board there...Ok, never mind, you can't use that BIOS for your ASRock mobo (it's a BIOS for the motherboard, I don't think there's such a thing for BIOs for memory ). Just put the vdimm voltage at 2.85 volts with timings of 2-2-2-5 and run memtest a couple of times.
