I'm pretty sure they are manufactured with only 20 rendering pipelines, and one less shader in a seperate process.
Both 7800GT and 7800GTX use the G70A2 core, same process, same number of transistors, exactly identicle, the GT just has a pixel quad (four pixel pipelines) and one vertex processor turned off internally. Some of the very early GTs could be unlocked to a GTX, but now it's all cut off internally so you can't. But even so, you can still open of Riva Tuner and look in the advanced menu and see the BIOS tweaks for the extra pixel quad and vertex processor, just turning them on does nothing.
