Help, Installed new windows

I was having a problem at startup, the computer would lockup and have a loud crackle in my headphones about 10secs after the desktop starts loading. Friend told me to install a new windows so i did and now it just lag's horribly. I want to reformat and just install windows now but when i try to reformat it says this volume is in use and i close everything and it still wont let me reformat. i tried formatting by right clicking on C and going to format and "format C:" in DOS and they both wont let me for the same reason. Please is there any other ay i can reformat? i dont wanna buy a new HD

You'll need to do it while your not using the drive at all. If your using Windows your most likely using drive C:. Try booting to the windows install and it should have an option to format it before it installs.
