Its a bug after the latest update. The next update should fix this.

Uh, this has happened before to me... What happended was, i installed Style XP to spice up my windows desktop and wallpaper and also installed windigits to get RSS feeds on weather and sports scores, but when i launched CS:S it said 'steam is unavailable" so i had to uninstall Style XP and windigits and that fixed the problem.. So if you have any RSS feeds or something like that on your desktop, remove them. I belive this is an FAQ on www.steampowered.com
