how long have you had this problem?
Did you connect ALL the wires?
And when u turn on the pc...did u see the cpu fan running for like 1sec or so?

Is all of ur components connected to the power supply? That may b a dumb question but try removing the molex connectors and rearranging them make sure the graphic card is receiving enuf power and ur hard disk is connected. If there is jumper cables on ur hard disk make sure it is in the correct position.If ur hard disks are spinning when u turn on ur pc, check the IDE cables. Repulg them.
Another problem may be the RAM cards, try using one RAM instead of two first.

Not necessarily. It usually means your motherboard is touching the metal of the case, and is shorting out because of it. It can usually be fixed by just repositioning it. Do you have standoffs screwed into the motherboard? Also, try taking the mobo out of the case completely with all still plugged in, and turn it on. If it works when outside the case, it's grounding.
