All the OEMs(HP, Dell, etc.) probably got the 1st production run GTXs, so that's probably why it's a rev1 and visa-versa.

I wonder how well it'll clock?

Well, in real life the 9800GTX costs about $110-120 so you still save; it does look more like a GTX-280 though; I don't think the 9800GTX ever used 6+8 PCI-E connectors [my new GTS 250, a 9800GTX variant uses only one 6-pin connector]

Could I have possibly gotten an engineering sample of a GTX280
P651 is the model number of the original GTX 260/280 PCB (they shared the same design just as the current GTX 260 and GTX 275 do). Typically Nvidia reference engineering samples will have a "NOT FOR EMC TESTING" sticker on it somewhere. Don't remember from back then, but more recent ones (GTX 295 for instance) used different colored stickers than the production cards.

No, but they give them away to partners, reviewers and the like, and those people will sometimes sell them or give them away.

We've even gotten some in on RMA. People will buy a BFG card, swap the stickers and RMA a failed/broken engineering sample to us. Since we try to give great RMA turnaround, by the time we find out they already have their replacement.
