What's different from ddr2 1200 4-4-4-12 and ddr3 1800 8-8-8-21?

A LOT.


DDR2 1200 4-4-4-12
Has a DDR2 format for the LGA775 and AM2/AM2+/AM3 platforms
Runs at a maximum speed of 1200MHz
Has low latencies for DDR2

DDR3 1800 8-8-8-21
Has a DDR3 format for LGA1156, LGA1366, and AM3 platforms
Runs at a maximum speed of 1800MHz
Has average DDR3 latencies.

Just take each timing and divide them with the speed. The one that's smaller wins (not always true). In this case you double your timing for 50% more speed, so that's sure the DDR2 is faster.
