Is there a huge difference in performance from 2 - 16x slots to 1- 16X and 1- 8x slot. I am looking to get a second 4890.

4890 will not use up all the bandwidth an x16 lane gives.
You will see zero difference between x8 and x16.

x16 actually is just x8 times 2.
Haha. But, it allows crazy bandwidth.
