unformatted hdd install with winxp

need to format my hdd. i'm using windows xp and it won't let me use fdisk through command prompt. windows recognized the drive as what it is ... but i can't use it .... i need to get it formatted but not sure what to do ... don't want to reinstall and don't have a floppy drive ... can i use the win xp cd to just format the new drive and not do anything to the old one?

Try this:
1) Right click on My Computer.
2) Select Manage.
3) Under "Storage" go to "Disk Management".
4) Right click on the new hard drive you want to format and select "Format..."
