Not entirely, with the ram yeah they all start out at the stock speed but get binned for higher speeds. A video card you can get the same weak overclocks buying the non overclocked one. With ram buying the slower speed depending on manufacturer and what not may not get you the oced speeds of the sticks they sell at the higher speeds. Sometimes they even use different chips in them.
I got myself some of the yellow crucial ones, seem good so far but havnt oced them yet. They are at 648mhz 8-8-8-20 1t with 1.5v.
