There are no specific settings/numbers for a video card. Your best best is to test through trial and error.
Start by raising your gpu clock speed alone in small increments (3 to 5 MHz). Keep the memory at stock speed.
Do it until you start noticing small artifacts (weird dots or lines that appear here and there). Once you reach that stage you should decrease your gpu clock speed by 5MHz and memorize that number.
Next you should reset the gpu clock speed to stock and test the memory clock speed alone in the same way. Raise it in small increments (3 to 5 MHz). Do it until you start noticing small artifacts. Decrease your memory clock speed by 5MHz and set the gpu clock speed to the number you had previously memorized.
Now test your video card while both speeds are set to the new values.
I recommend something like 3DMark05 as it really pushes your video card to the limits.
Remember to keep your eyes on the gpu core temps at all times. I seriously think 145C is too high a threshold (although my card says it's 145C too).
I think temps above 80C should be alarming.
