I believe creating a new power plan with the same features/settings as the power plan you want will set it as the "default" power plan.

You can also edit your registry to set your "preferred" power plan. Open a command window as admin and run "powercfg /list" to get a list of your power schema GUIDs. Then go to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace\{025A5937-A6BE-4686-A844-36FE4BEC8B6D} and set the "PreferredPlan" entry to the GUID that you want to be the "preferred" plan.

Alternatively, if you want to use the batch file, that works too, although I prefer using timeout /t 60 /nobreak instead of the ping -n method (but I think that's just personal preference).
