A Peltier or a TEC (ThermoElectric Cooler) is a device which uses electricity to transfer heat from one side to another, it's used between the water block and the processor, tempature's can range depending on the QMax and Delta(∆), the QMax being the Peltier's maximum rating and the Delta(∆) being the difference in temperature between the hot and cold side, the hot side can reach temperature's as high as 200°c and the cold side can reach Temperatures as low as -40°c with no heat load (0W).

Idle temperature's below zero (0°c) are common with a 226 or 337Watt Peltier.
