Command Prompt, New User

Does anyone know the line for command prompt to create a new user....
I looked around, and the one on microsoft doesn't even work.
(I don't know if it matters, but I'm using Windows XP Pro SP1)
Any help would be greatly appreciated because I am still new to DOS.

You don't need to do that. Windows offers a very nice graphical interface to create new users.

Why would you want to do it that way?
