You'll need a new motherboard to get a stable overclock. Otherwise you can use software (CPUFSB, Clockgen, etc..) to overclock it. however these isn't the best way becuase the program will have to be loaded everytime you restart your computer for you to get your overclock going again.

Your best bet is to get a new motherboard.

Uh, you would also need a new Power supply, the Dell ones arnt made for OCing..

For the motherboard, i would get this if your on a buget, if you want to shell out more, im shure we could find a better board.

How much do you want to spend on a motherboard and a power supply?

to be honest with you, youre going to need the mb, power supply and probably a new case. dells just arent made for upgrading. my brother had to buy a new case when he upgraded his motherboard. might as well just ebay your dell and start from scratch.
