1.3 vcore? or vtt?

You have C1E activated? 1.12v sounds way too low for 4GHz.

I have looked on a few website's but they offer no insight on what ram timings do (or how to change them)

anyone care to explain/show a link?

I've been trying to get my i3 to 3.8 ghz, when i leave my ram timings alone it will boot up fine until it gets to the *windows* screen then it crashes and restarts

what should my timings be, I'm pretty sure stock is. 7-7-7-20

What is the memory mutli set at? Try it at 8x and your memory should be low enough then to not effect the cpu overclock.

Yup, you are already at that setting. I'm not familiar with your board, but they all have basically the same settings. What have you done so far to get to 3.8?

im at 3.6 right now when i try to get to 3.8 it won't bootup all the way, it will show the windows loading screen then the screen will change to a like grey bar that says "loading windows" then it will restart

my vcore is at 1.21 and my vtt is at 1.23 right now@ 3.6 ghz

I have my qpi freq set to auto. if that helps idk
