I have a question. With the 5.13 drivers, is there a way to regulate fan speed so i can overclock more?

Once you know everything is woking OK, you should use atitool to set all the fan speeds.

I wanted to post something before I go to sleep. There are several versions of the Dragon 2 board, and all the ones I looked up so far have a 1.5 volt AGP slot. This means that it's the AGP 2.0 spec. The X850 cards are all AGP 3.0 spec, and require a 0.8 volt AGP slot. From what I have read, a 0.8v card will tolerate 1.5v without blowing up, but not run properly. This would explain the overclocking issues, and very bizzare behavior you are experiencing. I'll know for sure when you post the exact model number of your mobo. Yeah on the back of the mobo cover it sais "8x/4x 1.5 volt only"

So is this bad? Damn if this thing fries im really gonna be mad.

No BIOS upgrade. It's a hardware/circuit limitation. I don't think it will destroy the card, but it's never going to run quite right. I had a similar problem a long time ago. AGP 1.0 slot trying to run AGP 2.0 cards. I was attempting an upgrade from a Voodoo 3000 to the first gen Radeon cards. It would just overheat and reboot.
