CPU Temps vs TDP

Can one compare CPU Idle temps based on TDP? For example: two systems with Identical HSF & ambient Air temp, one with TDP of 130, the other with TDP of 84. If the lower TDP system CPU Idles at 24 Deg. C, what would you expect the Higher TDP system's CPU Idle Temp to be?

I don't think so, TDP is more of an estimate of how much heat a CPU should generate under ideal conditions, although you could give it a guess, for instance I would say that if the 84W TDP system idles at 24c, you could expect the 130W TDP one to idle at ~30c by my best guess.
