What about a Geforce 6200? I have one in my old comp, and it ran Sims 2 at medium high settings and 1024x768 with little to no lag.

In my opinion, i'll buy 9800PRO/XT, it's very cheap, and it's very good card. In my country, it cost about $150.

The 6200 by itself is good. The 6200 TurboCache is horrible. But dont confuse the 6200TC with the normal 6200. The one in the link is a good one. It is the one I have in my old comp.

Dunno bout SIMS2, but the 9600 Xt ran CS:S on my bros old comp beautifully. I reckon that 9600s are cool. Im ight get one some day...if i gvet the time...and money...
