Whats a good fan speed controller?

I want to lower the noise in my pc, I have 6 fans on the case and 3 more inside on the agp psu and cpu. I'm looking into a fan controller with at least 2 chanels preferably black. I'm also considering some kind of sound dampening. Has anyone tried dynamat extreme? PS cheap is always good.
