Well from what I've seen, the biggest problem I can see here is you're starting off way too high. First off, shooting for 2.8GHz off the bat is just dumb... Gotta take baby steps, find your limits before you can try to surpass them. Load BIOS defaults and start from the beginning is my best advice.
From there, set your HT frequency to x1 (or 200MHz, depending on what it says). Don't need to touch the RAM timings, that comes later. Go ahead and set yourself a shutdown temperature, I usually set mine around 60-65C, never hurts to be safe with expensive computer parts. Keep the CPU frequency at default, set the CPU Ratio to x11, leave CPU voltage on auto (which should be 1.35 or 1.4 volts), go ahead and bump PCI-E up to 101MHz, sometimes you have to do that to "wake-up" the PCI bus locks. Set the Mem frequency to 100 (DDR200). Now all you gotta do is up the CPU frequency in 5MHz increiments until it doesn't POST or hangs at POST. Then you increase the voltage a small notch. Then just repeat, once you've found your stable cooling limit you can worry about memory timings, ratios, and voltages.

This isn't his first thread, he's been trying for over a week now with multiple configurations....and shootin at 2.8 off the bat is not dumb....almost every chip does 2.8 on stock volts, so starting at 2.8 with 1.5v, is definetly in it's capable range...and should be a given...
There's another problem....
I hope you have done some memory testing with memtest. It could be possible that one of your sticks is defective, and interfering with the other...2.5-3-3-"5"settings instead of the -6. Lower your voltage to 1.5 again, what did you set your CPU voltage + at?

Key word there is almost. And there have been quite a few that took a lot of juice to get to 2.8, just saw someone that took 1.65v to get 2.8GHz stable. I know you love your Opterons, but they're not all great and wonderous. Starting from the bottom and working slowly up, though taking more time, prevents mistakes and headaches down the road. At least in my experience. Tras has almost no effect on stability, so changing it from 6 to 5 isn't going to cause much of a problem. I agree though, Memtest your RAM now to find its ideal settings, then do both CPU and memory overclocked under Prime for several hours (8+).

Gotta lower that vcore...that's extremely high for daily use....and that chip shouldn't need that much power for that speed. Drop down to 1.55.
So tell me what you did different? Your 12v rail is wayy off, what's with that psu you got, that could be the problem..

I switched this x-connect with my other psu, same problem. Does anyone know if this high voltage is a problem with my CPU or just a different cpu out of the batch.
