GTA: San Andreas // 25 FPS?

for some reason, in fraps its showing me as playing GTA: San Andreas at 25 FPS. whats up w/ that? its slightly choppy, when I was on 1024*768 - 32bit, then I change to 800*600 - 32bit and I stay at 25 FPS no matter what. How do I get higher fps? Or are there any tweaks to make it go higher?

It maybe your gpu because alot of times there is alot of mayhem on screen.

well somthing is wrong with that i get slighly higher/ the same fps and i have a lower GPu I think u should see if there are any conflicts with the driver and GTA/SA.

In video options(maybe advance) there's an frame limiter set on by default; turn that off.

Ive noticed the reason that game runs choppy at times is theres alot of action on screen namely cars speeding about and loads of people walking about.

Yea... I've noticed that. But I don't really like the quality, looks like staticy.
