Oh no, there were some very open ended games long before Elder Scrolls. Some of the old Might & Magic RPGs (not the more recent turn-based strategy games) had ridiculously huge worlds to explore with tons of totally optional side quests.

An open ended game is not a new idea. It's just that when we went 3d game developers got in the habit of kind of leading the player by the hand. Morrowind was very open ended, but gta made that step for action games. I think that's where the future of games is and we should start expecting it. If the player has more choice, then the whole game is just more realistic and has more replay value.
