i have a factory amd 3200 64 athlon pc the only upgrades have been the 6600 gigabyte vid card and 1 gig patriot ram
the lable under the power box says hipro 115v/6a

You might want to get a new powersupply, hipro doesnt make very good powersupples. this or something like that is what you should invest in, because I think your Powersupply is under volting the rest of your rig.

are there any other suggestions maybe that you have that could be the problem

A lot of video cards and video card drivers struggle to wake from sleeping. Under your power management, you have selected S3 power saving mode and also "Wake from S3 resume". Your video card is simply not waking up. Either switch power saving mode to S1 and try that or perhaps another video card driver might help out. Some cards simply won't work with S3,though.
