Home Made Cooling?

Right now I'm really low on cash, bought 2 pc's. Christmas gifts and a lot of other things. I would like to know a homemade way to cool a semp 3100+ for OCing.

I have about a 17" by 17" fan which could cool about anything, I could put it in the back of the PC but are there any good ways? I heard about doing a ice pack in a bag, but I dont' want to freeze my parts or worrie about a water leak, ect...

do you have a heatsink currently on the processor and want to make case cooling fans or are you trying to make a heatsink for the processor?
