Only if you have vsync turned on. Other than that, no.

Unless you have a CRT, Refresh Rate means absolutely nothing.
I mean that LCDs do not "refresh" like CRTs do, they just have a refresh rate imbedded so that the PC does not read a refresh rate of 0.(IE, it thinks the monitor is dead.)

so i have an lcd, what should i do turn on v sync? right on its at 60.

You should have vsync disabled if you want to get the highest frame rates. However, you really don't see any differences in actual gameplay past 60-70fps in my opinion.
