I couldn't get over 219MHZ with the CPU divider at 5 HT at 2.5 and ram set to speeds of 166MHZ

When I bought my new ram it helped me overclock to 250MHZ and boot up no problems.

I looked at your screenshots and saw that your CPU ratio was set to default. Maybe that's it.
And your might want to try leaving the ram timings to auto and setting the ram setting to 2T, that's in the advanced chipset features.

For me it was the crappy quality ram that I had.
