Not sure if this helps or not...but when I load up AB it shows the GPUv at 1.075v. My max clocks so far are 881core/1049mem @ stock GPUv. Adjusting GPUv above stock (1.075-1.10v) doesn't help at all with getting higher core clocks.

On air it took the full 1.087 to get me 850 mhz core stable.
Once I put it on water tho. It only took 1.072 to hold it stable.
Now at 1.087 on water I can run 875 stable, but now that I have this custom bios ( you da man chatch ) my voltage limit is 1.21 vcore, Im a little intimidated to really push her now. Ive pulled a run or two at 890 core @ 1.1 vcore.

So, in your case, it seems as if drooping vDDCI is to blame for lack of more core speeds...

Anyone having problems with afterburner/ evga precision? My games take around 3 minutes to startup when I have them running.

Also: EVGA Precision 1.9.3 was released. Anyone feel like uploading it? http://www.evga.com/forums/tm.aspx?&m=344597&mpage=1
