Different chips require different voltages for stability. The manufacturing process always produces some good chips and some meh chips. The meh chips may need higher voltage to remain fully stable, so they have a higher VID or voltage identification.

Thank you for your reply. So are you saying the video card could also be hard locked preventing any voltage adjustments lower than 1.025v.

I don't know why they would, but they definitely could. I'm sure it'd work about as well as capping the voltage. (see: This thread) lol
The VID is simply the voltage the chip will use in full 3D mode, if you simply plugged in the card, installed drivers, and started playing.
Download AB and see if you can lower it. From what I've heard when they pull the chips from the "sheet" they use a formula to determine what voltage certain chips from an area of the "sheet" will need. The farther from the center the chip, the higher the VID, generally. So you may get lucky and have one that will run lower, or that will overclock higher on your stock voltage if they had a good run.
Don't take this as "the word", I could be wrong.

Thank you. I'm going to try to copy the bios from from my open box GPU that has a VID of 0.962 and see if that works. So far my attemps to copy the bios have failed on me.

You can't lower the voltage with Afterburner first? Flashing a bios that you don't know is stable can be a pain. I can lower my GTX 470 all the way down to .825 in afterburner.
I'd test it really well with afterburner before I flashed it, or if you are going to overclock it anyways, then just start overclocking. Adding vcore can help stabilize a memory overclock, too. So it could be that high for the memory bus/chips.
What's your problem with the bios flash? I had a massive headache doing it myself until I figured out nvflash only likes so many characters in the file name. lol

No I am not able to lower the voltage using Afterburner on one of the cards. Both cards do undervolt to 0.875 while at idle when they are in CnQ mode but when they have a full load one of them goes to a VID of 0.962 and the other goes to a VID of 1.025. The card that goes to 0.962 will allow me to lower or raise the voltage and the card that goes to a VID of 1.025 under full load will not allow me to move the voltage down at all. It will however allow me to move the voltage upwardly to 1.087v

I was able to flash the bios from the lower VID card to the higher VID card but this did not change any thing. Maybe the flash did not take or I did the flashing wrong but it told me the bios was updated successfully. IDK what else there is to do but return it to Newegg and get another card.

I tried with

"Best performing BIOS for GTX470 - also known as "grunion's ocx480 bios"
EVGA Identifying - 1.15v max.
"

on my EVGA GTX470 SC and I get:

- None of the firmware image compatible PCI device ID's match the ID of the adapter (06C0 to 06CD)

- PCI device subsystem ID'S don't match (3842.1480 to 3842.1472)

- Image board ID doesn't match (CC10 to CC16)
